A remarkable model for setting clear goals and raising the literacy of your students SNAPSHOT: : In the spring of 1995, after learning that only 57% of the Kennewick School District's 3d graders could read at or above grade level, the school board set what many saw as an impossible goal: In three years 90% of 3rd-graders would read at or above grade level by the end of the school year.
"We thought the board was crazy," said one of the elementary school principals in the Washington State district. While not accomplished in three years, by 2006, Kennewick had managed to achieve this "crazy" goal.

In "The Kennewick Model: How to get 90% of your students at their grade reading levels," Lynn Fielding, a director of Kennewick Schools for more than 20 years, will detail Kennewick's model for assuring that the top 60% of students continue to make annual growth while the remaining 40% of students, who have not achieved minimum state standards, make annual growth plus necessary catch-up growth.
In this 90-minute presentation, Lynn Fielding discusses Kennewick's key strategies include giving elementary school principals the authority to choose their own approaches, treating instructional time as a critical commodity and significantly increasing the use of data. ABOUT THE SPEAKER: In addition to more than 20 years as a director of Kennewick Schools, Lynn Fielding has served for nine years as a director of the Washington State School Directors Association and for six years as a director of the Northwest Evaluation Association. He was the initial author of the National Children's Reading Foundation's Ready! for Kindergarten curriculum. A tax and business lawyer, Mr. Fielding holds an LL.M in taxation from Georgetown University. He co-authored the book about the Kennewick district's story, Annual Growth for All Students, Catch-Up Growth For Those Who Are Left Behind.
