This presentation highlights the characteristics of learners with disabilities and focuses on features of effective practices in schools that are achieving excellent results for students with disabilities. The presentation includes a review of the unprecedented changes in US special education programs resulting from the Individuals with Disabilities Education Act and No Child Left Behind. However, most of her presentation is focused on the issues underlying the IDEA and NCLB that are driving the need for reconceptualizing special education. These issues are equally relevant to administrators in the US and Canada. ABOUT THE SPEAKER: Margaret J. McLaughlin, Ph.D., is a professor in special education and Associate Dean for Research and Graduate Education at the University of Maryland. Maggie has directed several national projects investigating educational reform and students with disabilities, including the national Educational Policy Reform Research Institute. She also leads a policy leadership doctoral program which focuses on quantitative research in special education policy. Maggie has worked in Bosnia, Nicaragua and Guatemala in developing programs for students with developmental disabilities. She has consulted with numerous state departments of education and local education agencies on issues related to students with disabilities and the impact of standards-driven reform policies. Maggie co-chaired the National Academy of Sciences Committee on Goals 2000 and Students with Disabilities, which resulted in the report, Educating One and All, and served as a member of the NRC committee that reported on the disporportionate representation of minority students in special education.
